Philippines launches 3.3GW offshore wind auction

The Philippines Department of Energy has launched the fifth round of its Green Energy Auction, offering 3300MW of fixed-bottom offshore wind capacity.
The department opened registration for developers on 2 March, with winning bidders due to be announced on 22 September, according to local reports.
The reports said the auction focuses on large-scale offshore wind projects slated for commercial operation between 2028 and 2030.
Energy officials described the launch as a turnaround for the country’s sustainable energy landscape, aimed at expanding capacity and reinforcing the national power grid.
The round marks the first major test for the Philippines’ offshore wind sector under Executive Order No. 21, which mandates a whole-of-government approach to streamline permitting and infrastructure development, local news outlets reported.
The Department of Energy will begin evaluating registered applicants on 17 March, with a formal list of qualified bidders expected by 3 July.
The government had previously deferred the auction to address bottlenecks related to port availability and the transmission network’s ability to absorb intermittent offshore loads.
