New York cancels fifth offshore wind solicitation

The US state of New York has cancelled its fifth round of offshore wind procurement.
The procurement was initially launched in 2024, but the awarding of results was repeatedly delayed following the election of Donald Trump.
A spokesperson for New York’s procurement authority, the New York State Energy and Development Authority (NYSERDA), said: “Following the receipt of proposals for NYSERDA’s fifth offshore wind solicitation (ORECRFP24-1), federal actions disrupted the market and instilled significant uncertainty into offshore wind project development.”
“Given the current level of uncertainty, it would not be prudent to enter into new long-term (Offshore Renewable Energy Certificate) purchase and sale agreements at this time, and as such, NYSERDA has concluded ORECRFP24-1 without award. “
The state has at the same time launched a request for information to solicit industry feedback on “potential initiatives to further offshore wind project readiness”.
“Feedback will help New York State consider the value, benefits, and risks of supporting predevelopment activities and could inform the potential structure and timing of a predevelopment Request for Proposals (RFP) and how that RFP should be designed to achieve the best outcome for New York State,” NYSERDA wrote as it launched the request for information.
“New York State is exploring whether new or modified approaches to offshore wind procurement could help support a steady and sustainable pipeline of new projects capable of advancing toward future offtake and construction.”
