MHI-Copenhagen Infrastructure Partners offshore wind JV dissolved, registry records show

 

Hokkaido Offshore Wind Development LLC, a 50:50 joint venture between Mitsubishi Heavy Industries and Copenhagen Infrastructure Partners, was dissolved by unanimous member consent on December 12, 2025, according to corporate registry records obtained by Japan Energy Hub.

The Ministry of the Environment’s database shows that the entity’s three projects currently under environmental review were transferred to CI V Japan Co A LLC on January 20, 2026. In a written response to Japan Energy Hub, a Mitsubishi Heavy Industries spokesperson confirmed the transfer but declined to comment further. Copenhagen Infrastructure Partners has not provided a comment as of the publication of this story.

According to the corporate registry records, Mitsubishi Heavy Industries and CI V Coöperatief U.A. served as the Managing Members of Hokkaido Offshore Wind Development. The entity associated with Copenhagen Infrastructure Partners’ fifth flagship fund, CI V, was listed as the sole Managing Member of CI V Japan Co A.

The projects transferred to the CI V-linked entity include the up to 1.5GW Hiyama, which is located in one of Japan’s recently designated offshore wind Promotion Zones that are ready to be offered in an auction, and the up to 585MW Shimamaki and up to 1.1GW Ishikari Bay, which are situated in two Promising Zones that are also candidates for future tenders.

Hokkaido Offshore Wind Development was established in 2019 as CI Hokkaido LLC and renamed in November 2020 following Mitsubishi Heavy Industries’ entry into the company.

Separately from its partnership with Copenhagen Infrastructure Partners, the Japanese company also has a 70:30 joint venture with Vestas, MHI Vestas Japan, which the two formed in 2021 to provide marketing and technical support for the Denmark-based turbine manufacturer’s products in the country. Until 2020, they jointly operated MHI Vestas Offshore Wind, which is now part of Vestas.

In February 2026, Mitsubishi Heavy Industries signed a binding agreement to transfer its domestic onshore wind engineering and operations and maintenance (O&M) business to J-POWER, with the transaction scheduled to close on April 1, 2026.
