IX Renewables and Asia Cement join forces

IX Renewables and Asia Cement Corporation (ACC) have signed a cooperation agreement for the 180MW Rui Li 1 floating offshore wind project off the coast of Hsinchu.
The deal, announced during Energy Taiwan 2025, brings together IX Renewables’ international offshore wind expertise with ACC’s local industrial capabilities to accelerate Taiwan’s energy transition and net-zero ambitions.
Located in water depths of 70–95 metres, Rui Li 1 is led by IX Renewables with partners GF Corporation of Japan, Hexicon of Sweden and Korea, and SNOW BV of the Netherlands and France.
IX Renewables chief executive Eric Kamphues said: “We warmly welcome Asia Cement Corporation’s participation in Rui Li 1. This cooperation represents our shared confidence in the continued growth of Taiwan’s offshore wind industry. By combining Taiwan’s strong industrial foundation with IX’s international offshore wind experience, we can jointly bring floating wind technology from vision to reality.”
Asia Cement board director Peter Hsu said: “We value the opportunity to collaborate with IX Renewables, a company with solid technical expertise and a proven track record in Taiwan’s offshore wind sector. Together, we aim to contribute to Taiwan’s energy transition and demonstrate the strength of partnership between international know-how and domestic industry.”
Kamphues added that Taiwan’s total installed offshore wind capacity has surpassed 3GW since its first project began operation in 2017. To meet the government’s 21GW offshore wind target by 2035, floating wind will be essential, he said, adding that Rui Li 1 “is the beginning of Taiwan’s next chapter in offshore wind.”
The partners said the collaboration will leverage international experience and local industry capabilities to establish floating wind as a key technology in Taiwan’s long-term clean energy transition.
