About the job

Our client, a leading local onshore wind developer in South Korea, is seeking an experienced Construction Manager to lead the delivery of onshore wind farm construction projects nationwide. This is a senior, hands-on role responsible for managing site construction activities, civil and electrical works, contractor and subcontractor performance, and health, safety and environmental (HSE) standards from mobilization through to mechanical completion and handover.

The successful candidate will work closely with EPC contractors, engineering teams, landowners, local authorities and the client’s internal project management team to ensure projects are delivered safely, on schedule, within budget, and in compliance with Korean regulatory requirements.

KEY RESPONSIBILITIES:

  • Lead and manage on-site construction activities across onshore wind farm projects, including civil works (access roads, foundations, crane pads, drainage) and electrical works (collector systems, substations, grid connection).
  • Oversee EPC contractors and subcontractors to ensure construction is executed safely, to specification, on schedule and within budget.
  • Manage contract administration for construction packages, including review of contract terms, variations, claims, change orders and progress payment certification.
  • Develop and maintain construction schedules, monitor progress against milestones, and proactively identify and resolve delays or risks.
  • Champion HSE performance on site, including implementing and enforcing site safety plans, conducting inspections and audits, leading incident investigations, and ensuring full compliance with Korean HSE regulations and international best practice.
  • Coordinate quality assurance and quality control (QA/QC) activities, ensuring works meet design specifications, technical standards and grid code requirements.
  • Liaise with local authorities, landowners, utility companies (e.g. KEPCO) and other stakeholders to manage permits, approvals and grid connection requirements.
  • Manage site logistics, resourcing and interfaces between multiple contractors and disciplines (civil, electrical, turbine installation).
  • Prepare and present regular progress, cost, schedule and HSE reports to senior management and the client.
  • Support commissioning and handover activities, ensuring a smooth transition from construction to operations.

CANDIDATE REQUIREMENTS:

Qualifications & Experience

  • Bachelor’s degree in Civil Engineering, Electrical Engineering, or a related discipline.
  • Minimum 10 years of construction management experience, with a strong track record in onshore wind, renewable energy, or large-scale infrastructure projects in South Korea.
  • Demonstrated experience managing EPC/construction contracts, including contract administration, claims and variation management.
  • Strong working knowledge of HSE management systems, Korean HSE/OSHA regulations, and a demonstrated commitment to safety leadership on site.
  • Solid understanding of civil and/or electrical works associated with wind farm construction (foundations, access roads, cabling, substations, grid connection).
  • Experience coordinating with Korean regulatory bodies, utilities and local stakeholders.

Skills & Attributes

  • Fluent Korean and business-level English, both written and spoken, to liaise effectively with local contractors and international stakeholders.
  • Strong leadership, negotiation and stakeholder management skills.
  • Excellent organizational skills with the ability to manage multiple contractors and workstreams concurrently.
  • Willingness to travel extensively and be based on-site across project locations nationwide.
  • Valid driver’s license.

Preferred (not required)

  • Professional Engineer (PE) license or equivalent Korean engineering qualification.
  • HSE certifications (e.g. NEBOSH, IOSH, or Korean equivalent).
  • Prior experience with international wind turbine OEMs or foreign-invested renewable energy projects.
