Taiwan Round 3.3 ‘shows developers still keen’

The third phase of Taiwan’s Round 3 offshore wind leasing auction, known as Round 3.3, demonstrates the market’s ability to attract marquee developers despite lagging deployment, the audience at the Asia Wind Energy Association’s Taipei Offshore Wind Day heard today in Taipei.

“Although the biding volume fell short of the target, it also demonstrates that Taiwan is able to continue to attract high quality bids from established developers even under an almost zero-subsidy corporate power purchase agreement-led market model,” said Westwood Senior Analyst Hui Min Foong.

Orsted and Copenhagen Infrastructure Partners both submitted bids for a single offshore lease area.

Only one of Orsted’s 840MW Dadu 1 array and CIP’s 1.15GW Fengmiao 3 will ultimately be selected to develop the site, falling well below the 3.6GW the Taiwanese government hoped to net from the auction.

The bids in the auction, while limited in capacity, demonstrate the continued interest of high profile European developers in the market.

At the same time, according to Taiwanese consultancy NIRAS Director Wen Huang, Taiwan needs to embark on a market education process.

“Now I think most of the key off takers (in Taiwan) understand that,” Huang told conference attendees.
