Development Manager – Cross-Border Energy Infrastructure
In partnership with an International IPP we are seeking a Development Manager to lead a major cross-border renewable energy infrastructure project that will deliver clean electricity into Singapore via subsea transmission cable. As the project advances through key development and regulatory milestones, this individual will drive stakeholder engagement, permitting, licensing and regulatory activities across multiple jurisdictions.
This is a unique opportunity to play a key role in one of Southeast Asia’s most significant energy transition projects, working on infrastructure development, government engagement, regulatory compliance and power market integration.
Stakeholder Engagement & Relationship Management
- Identify, engage and manage relationships with key stakeholders including government agencies, regulatory authorities, project partners, utilities, consultants and local communities.
- Act as a primary point of contact for stakeholder engagement activities throughout the project lifecycle.
- Develop and implement stakeholder engagement strategies to support project objectives and timelines.
- Manage stakeholder communications, project updates and issue resolution to ensure alignment and continued support.
- Anticipate and address stakeholder concerns, conflicts and project-related challenges.
- Prepare reports, briefings and presentations for internal and external stakeholders.
Permitting, Licensing & Regulatory Affairs
- Lead the strategy and execution of all permitting, licensing and regulatory approval activities required for project development and delivery.
- Coordinate closely with legal, technical, commercial and project teams to ensure all submission requirements are met.
- Manage applications, approvals and ongoing engagement with relevant authorities and regulatory bodies.
- Track approval processes and proactively address issues that may impact project schedules.
- Monitor regulatory developments and assess their implications for project delivery.
- Ensure ongoing compliance with permit and licence obligations throughout the project lifecycle.
Regulatory Compliance
- Maintain a strong understanding of Singapore’s electricity market framework, grid code requirements and broader energy infrastructure regulations.
- Support compliance activities associated with power import infrastructure, grid connection requirements and subsea cable development.
- Ensure project activities are conducted in accordance with applicable regulatory, environmental and technical standards.
- Prepare compliance reports and regulatory submissions as required.
- Provide guidance to project leadership on emerging regulatory developments and associated risks.
Project Development & Risk Management
- Support project delivery through effective management of stakeholder, permitting and regulatory workstreams.
- Identify and assess risks relating to permitting, approvals, stakeholder engagement and regulatory compliance.
- Develop mitigation strategies and work collaboratively with project teams to maintain development schedules.
- Support audits, regulatory reviews and governance requirements where required.
- Contribute to strategic planning and decision-making throughout the project lifecycle.
Requirements
- Bachelor’s degree in Engineering, Energy, Environmental Science, Business, Law or a related discipline.
- Proven experience in the development, permitting or delivery of major energy, utilities or infrastructure projects.
- Experience with subsea power transmission, subsea telecommunications infrastructure, electricity transmission, interconnector projects, offshore wind export cables or similar large-scale infrastructure projects is highly desirable.
- Strong understanding of permitting, licensing and regulatory approval processes.
- Experience engaging with government agencies, regulators, utilities and senior stakeholders.
- Working knowledge of Singapore electricity market regulations, grid code requirements and power system connection processes is strongly preferred.
- Excellent communication, negotiation and stakeholder management skills.
- Strong organisational and project management capabilities, with the ability to manage multiple workstreams simultaneously.
- Commercially minded, proactive and capable of operating effectively across technical, commercial and regulatory environments.
