Regional Head of HSSE Risk & Operations (Renewables)
Partnering with a well-financed major international RE developer, we are seeking an experienced HSSE leader to drive operational risk management and governance across a regional renewable energy portfolio. This role will take ownership of strengthening safety systems, embedding best-in-class risk controls, and ensuring consistent HSSE performance across multiple countries and project phases.
The Role
You will lead the implementation and continuous improvement of HSSE frameworks across the full project lifecycle, from development and construction through to operations. A key focus will be on electrical safety, permit-to-work systems, and high-risk activity controls, ensuring robust and practical safety standards are embedded into day-to-day operations. Working closely with project delivery teams, operations, contractors, and regional stakeholders, you will play a critical role in driving a strong safety culture and achieving zero harm outcomes.
Key Responsibilities
HSSE Risk Management
- Lead implementation of HSSE risk management standards across projects and operating assets
- Drive structured risk identification and assessment processes (HIRA, HAZID, SIMOPS)
- Maintain risk registers and ensure effective mitigation controls are in place
- Conduct field verification and assurance of critical controls
Permit to Work (PTW) Governance
- Own and enhance PTW systems for high-risk activities
- Define roles, authorisation standards, and competency frameworks
- Monitor compliance through audits, inspections, and performance tracking
Electrical Safety Leadership
- Develop and enforce electrical safety frameworks across all sites
- Oversee LOTO, isolation, grounding, and switching procedures
- Ensure competency and authorisation of personnel and contractors
- Lead investigations into electrical incidents and near misses
Emergency & Crisis Preparedness
- Develop and maintain emergency response plans across sites
- Lead drills, simulations, and crisis readiness exercises
- Support incident response and post-event reviews
Incident Management
- Lead investigations using ICAM or root cause methodologies
- Ensure accurate reporting, classification, and corrective actions
- Analyse trends and embed lessons learned into operations
Audit & Assurance
- Conduct HSSE audits and operational inspections
- Support regulatory and lender audits
- Contribute to construction-to-operations handovers
Contractor Management
- Ensure contractor compliance with HSSE standards
- Manage interface risks across multiple stakeholders
- Support onboarding and ongoing performance management
Regional Alignment
- Drive consistency of HSSE practices across countries
- Share best practices and lead continuous improvement initiatives
Requirements
- Degree in Occupational Health & Safety, Engineering, Environmental Science, or related field
- NEBOSH Diploma or equivalent
- Strong knowledge of ISO 45001 and ISO 14001 systems
- Certification in risk management (ISO 31000 preferred)
- Experience in incident investigation methodologies (ICAM or equivalent)
- Advanced electrical safety knowledge, including LOTO systems
- Experience with emergency response and crisis management frameworks
Experience
- 8–10+ years in HSSE roles within construction, infrastructure, or energy sectors
- Proven track record managing high-risk operational environments
- Experience working with EPC contractors or complex project delivery models
- Regional or multi-country experience strongly preferred
- Exposure to international standards or lender requirements is advantageous
